Vyacheslav Shport demands to intensify efforts to attract investment to the Region
The Governor said about this on the meeting on improving the organization of the investment process in the Khabarovsk Krai on August 20th.
According to Deputy Chairman of the Government – Minister of Economic Development and Foreign Relations of the Khabarovsk Krai Viktor Kalashnikov, the keynote speaker, nowadays the following factors impede investment activities in the region:
- Lack of an effective approach to the organization and maintenance of the investment process in the province;
- "Heavy" administrative authorization procedures and barriers, the long-term training (placement) of investment projects;
- Lack of mechanisms for training the industrial areas with well developed for maintaining the necessary infrastructure for investment;
- Outdated legislation regulating investment business in the Region;
- Lack of programs to promote the image of the Region.
"And, despite the fact, that the costs of the regional budget in the current year's investment objectives are 50,379.4 million rubles, it is difficult to talk about the effectiveness of investments" - the minister said.
According to him, the reason is the current order of the executive authority of the territory on the organization of the investment process.
This order represents a two-tier system. The first level is the Ministry of Economic Development and Foreign Relations of the Krai, which is responsible to develop an investment policy, coordination and monitoring the arrival and development of federal budget funds for realization the investment projects in the region. At the second level - branch executive authorities. In their charge – to conclude an agreements, which financed by the federal budget, coordination and monitoring the arrival and development of the federal budget.
In this scheme, to the opinion of V. Kalashnikov, there is no strategic motivation of the executive authorities of the Krai to attract investment; there are no indicators effectiveness investment results.
Speaking about the directions of modernization of the investment process in the region, the Minister highlighted the need to improve the mechanism of maintenance of investment projects, as well as the elaboration and development of industrial areas, to ensure the requisite infrastructure.
In his opinion, supporting investment projects should be interdepartmental. And, besides the branch ministries, the local authorities also need to participate in this work.
During the meeting the head of the regional ministries of natural resources, property relations, construction, housing and communal services also made the suggestions on improving the investment process.
Summarizing the meeting, the Governor called upon to intensify efforts to attract investments.
"We should not work just to "tick". It is very important to understand that if there are the normal conditions on the Territory, there the investors are coming and bring capital. Then new jobs are organizing, tax flow are increasing and, therefore the welfare of people are also increasing.
Finally, the main task is to create normal conditions for the inhabitants of the Krai for residence, for work. And this task we should seek to achieve in every district, every village "- said Vyacheslav Shport.
